The following article (including comments from readers) addresses very important problems faced by society. Is a nude body always sexual? What is art or pornography? From the website: 'Bill Henson is a contemporary artist whose work is held in the collections of the National Gallery in Canberra, the Guggenheim Museum and the Bibliotheque Nationale in Paris.
Last week (May 2008), Henson's reputation took something of a battering, as New South Wales police and detectives from the Child Protection and Sex Crimes Unit, acting on a complaint from an anti-child abuse campaigner, confiscated 20 of his photographs from the Roslyn Oxley 9 Gallery in Sydney.
The matter is currently under investigation, and police have indicated that child pornography charges may be bought against either the artist or the gallery, over images of a 13-year-old girl in a "sexual context".
For the record, the teenager is naked. She is not engaging in any form of sexual activity. Just undressed. Were these images sexualised, there might be cause for complaint. They are not: as so often in Henson's work, the youths appear to be engaged in some kind of private ritual, outside of society and even time. But the depiction is not carnal, nor in any sense gynaecological. And over two millennia of Western art attests to the principle that the nude - of whatever age - is not obscene per se. On the contrary, it's a legitimate and accepted field of artistic representation.'

Definition of Child Models
Child modeling refers to children posing for artistic works, photographs, and/or other media as a regular activity.
Artists have used children as models for countless works over the centuries. Child modeling has become a distinct activity because of the explosion of commercial media over the past several decades.
The visible success of child models who became media celebrities has led numerous children (and their parents) to pursue modeling as a part-time career. In practice, most modeling jobs go to children who have already worked as models and have developed a working relationship with a modeling agency.

Preteens: A Definition & Psychological Development
A Preteen or pre-teen refers to a stage of human development during childhood. Typically a preteen is eight years old or older and is not yet adolescent (that is, has not yet undergone puberty).
Preteens are developing a more realistic view of the world in several ways:
* More realistic fears (eg. kidnappings, rapes, and scary media events,
as opposed to fantasy things such as witches, monsters, etc.)
* More realistic job expectations
* More responsibilities around the home
* More nuanced view of human relationships
* A more developed sense of self and identity
* Increased feelings of independence
* More nuanced view of morality
* More mature, sensible, realistic thoughts and actions
* Gaining knowledge of sexual intercourse
While these traits may sound similar to those of teenagers, preteens think more similarly to children than they do to teenagers, and these traits are still very undeveloped.
Preteens are also known for their brand consumption, and are a heavily targeted market of many advertisers. Their tendency to buy brand-name items may be due to a desire to fit in, although the desire is not as strong as it is with teenagers. Many of these brands names fall under clothing and music.

Just the thought of summertime sends many females into a frenzy, worrying about getting back into last year's bathing suit. But what if that female is only 8 or 10 years old? Should girls this young really be concerned with the appearance of their bodies? Whether or not they should be, more and more prepubescent girls are concerned about their body image.
According to Vernisha Shepard, a psychotherapist and clinical coordinator for the eating disorders clinic at Texas Children's Hospital, the number of young girls who show an unhealthy concern over body image increases during the summer months. 'It is getting more and more common for young girls to begin to have concern regarding their bodies,' she says. 'Girls as young as 8 are now talking about their bodies and show a concern related to their weight and shape. When summer comes and people begin losing the layers of clothing, more attention is drawn to how we look. Young girls are learning this and basing their entire self worth on their bodies and beauty.'

Child Exploitation & the Internet: Too Broad a Ban on Child Models?
A new bill in Congress designed to outlaw child sex websites would instead ban nearly all commercial photography of minors.
Rep. Mark Foley (R-Florida) announced the proposal would ban websites featuring controversial images of nude preteen children. 'These websites are nothing more than a fix for pedophiles,' Foley said.
Five legal scholars contacted by Wired News said that Foley's proposal ... is so broadly written that it would imperil perfectly innocent photography and videography of children and teenagers.
In addition to prohibiting commercial photography of anyone under 17 years old, their bill would make it a federal felony for stock photo houses like Corbis or Getty Images to license images of minors from their catalogs - a billion-dollar industry - or for news photographers to sell images of minors.

A forthcoming bill in the U.S. Senate lays the groundwork for a national database of illegal images that Internet service providers would use to automatically flag and report suspicious content to police.
The proposal, which Sen. John McCain is planning to introduce, also would require ISPs and perhaps some Web sites to alert the government of any illegal images of real or 'cartoon' minors (which includes clothed teens in 'lascivious' poses). Failure to do would be punished by criminal penalties including fines of up to $300,000.

Jeff Pierson is a photographer who until recently, ran a business called Beautiful Super Models that charged $175 for portraits of aspiring models under 18.
In a federal indictment announced this week, U.S. Department of Justice accuses Pierson, 43, of being a child pornographer - even though even prosecutors acknowledge there's no evidence he has ever taken a single photograph of an unclothed minor.
Rather, they argue, his models struck poses that were illegally provocative. 'The images charged are not legitimate child modeling, but rather lascivious poses one would expect to see in an adult magazine,' Alice Martin, U.S. attorney for the northern district of Alabama, said in a statement.
Pierson's child pornography indictment arises out of an FBI and U.S. Postal Inspection Service investigation of so-called child modeling sites, which have been the subject of a series of critical congressional hearings and news reports in the last few years. An August article in The New York Times, for instance, called the modeling Web sites 'the latest trend in child exploitation.'

Crack down on 'Preteen Modeling' Web Sites
The operators of dozens of teen and preteen 'modeling sites' that critics say are nothing more than eye candy for pedophiles have been indicted by a federal grand jury in Alabama for allegedly trafficking in 'visual depictions of minors engaging in sexually explicit conduct.'
The indictment charges Webe Web Corp. and its principals, Marc Evan Greenberg and Jeffrey Robert Libman, with 80 counts of conspiracy and interstate trafficking of the images of teen and preteen girls on dozens of Web sites operated by the company.
'The images charged are not legitimate child modeling, but rather lascivious poses one would expect to see in an adult magazine,' U.S. Attorney Alice H. Martin said, 'There are no semi-nude or nude images. The children are dressed in underwear, adult lingerie, high heels, etc., and placed in sexually suggestive poses which focus the viewer's attention on the genital or pubic area. Some are posed with facial expressions and in positions that suggest a willingness to engage in sexual activity.'
