Definition of Exhibitionism
Exhibitionism is described as the exposure of one's genitals to a stranger, usually with no intention of further sexual activity with the other person (Diagnostic and Statistical Manual of Mental Disorders).The term exhibitionism is sometimes grouped together with expression, voyeurism, (peeping, or watching an unsuspecting person or people, usually strangers, undressing or engaging in sexual activity) as a 'hands-off' paraphilia.
In some cases, the exhibitionist masturbates while exposing themselves (or while fantasizing that they are exposing themselves) to the other person. Some exhibitionists are aware of a conscious desire to shock or upset their target; while others fantasize that the target will become sexually aroused by their display.

From the website: 'Usually, flashing is done as a momentary 'thrill' to inflate the ego of the flasher while having the 'added bonus' of increasing the sexual arousal of the recipient(s). While all exhibitionism is, whether on the end of the giver or the receiver, ultimately a sexual fetish, many practitioners see it as an art form and a lifestyle.
This all contrasts with non-sexualized social nudity, in which the exposure is not connected with sexual expression, such as sunbathing or swimming at nude beaches or other participation in public nudity events where nudity is the norm. Streaking is the non-sexual act of taking off one's clothes and running naked through a public place.

British Sexual Offences Bill: Indecent Exposure, Voyeurism, Consent
From the website: 'The British government introduced a new Sexual Offences Bill, in 2003. It has come up with a brand new set of sex rules that are destined to overturn many of the old laws.
The bill proposes tougher laws on rape and child sex abuse. It also repeals offences such as buggery and gross indecency. And tightens up on non-consensual sex of all kinds.
The
tendency has sometimes been to dismiss flashers as 'dirty old men'; sad
and harmless. But the new law comes down hard on the raincoat brigade, threatening
a prison term of up to two years. Research has shown a link between flashing
and more serious sexual crime. However, it shouldn't stop naturists doing
what comes naturally. MPs have responded to naturists' concerns that by
going naked they might fall foul of the new law, by amending the bill. Streakers
are also protected, and should continue to be treated as a social nuisance
rather than sexual offenders. Under the new bill, the (relatively few) women
who indecently expose themselves will be punished as harshly as the men.
The days of the old 'peeping Tom' are gone. Voyeurism today is about miniature video cameras and posting films on the net. The proposed new law threatens a two year sentence for anyone who views a film knowing the subject had not given consent.
The proposals represent a softening attitude to zoophilia, who risk a life sentence under the terms of the current law. It ties into the bill's general theme of 'consent' - that fundamentally all sexual activity should be mutually agreed.'
