Exhibitionism is described as the exposure of one's genitals to a stranger, usually with no intention of further sexual activity with the other person (Diagnostic and Statistical Manual of Mental Disorders).The term exhibitionism is sometimes grouped together with expression, voyeurism, (peeping, or watching an unsuspecting person or people, usually strangers, undressing or engaging in sexual activity) as a 'hands-off' paraphilia.
In some cases, the exhibitionist masturbates while exposing themselves (or while fantasizing that they are exposing themselves) to the other person. Some exhibitionists are aware of a conscious desire to shock or upset their target; while others fantasize that the target will become sexually aroused by their display.

While all exhibitionism is, whether on the end of the giver or the receiver, ultimately a sexual fetish, many practitioners see it as an art form and a lifestyle.
This all contrasts with non-sexualized social nudity, in which the exposure is not connected with sexual expression, such as sunbathing or swimming at nude beaches or other participation in public nudity events where nudity is the norm. Streaking is the non-sexual act of taking off one's clothes and running naked through a public place.

The bill proposes tougher laws on rape and child sex abuse. It also repeals offences such as buggery and gross indecency. And tightens up on non-consensual sex of all kinds.

tendency has sometimes been to dismiss flashers as 'dirty old men'; sad
and harmless. But the new law comes down hard on the raincoat brigade, threatening

The proposals represent a softening attitude to zoophilia, who risk a life sentence under the terms of the current law. It ties into the bill's general theme of 'consent' - that fundamentally all sexual activity should be mutually agreed.'
